Description: Stampless 1974 official business envelope from Washington, DC to Kinshasa, Zaire to "unknown" addressee, reclosed using three seals of the Democratic Republic of the Congo, and returned to sender. Late usage of a "Congo" seal more than three years after the name change to Zaire. Apparently Zaire never prepared any of their own seals but continued to use up old stocks of the earlier design.
